Draft Early Retiree Reinsurance Program Application Available

Under the Affordable Care Act, employment-based plans that offer health benefits to early retirees and their spouses, surviving spouses and dependents are eligible under a temporary program to receive a tax-free reimbursement for the costs of certain health benefits for such individuals. In order to qualify, plan sponsors must submit a complete application to the Department of Health and Human Services (HHS). A draft application and set of instructions for this Early Retiree Reinsurance Program (ERRP) has been posted to the website of the Office of Management and Budget (OMB).


The ERRP application and instructions are in draft form. The final ERRP application should be available sometime in June and once finalized will be posted on the HHS Office of Consumer Information and Insurance Oversight’s (OCIIO) website. The final application will be posted prior to the date on which HHS will begin accepting applications.
